Any Body Have Any Issues With Stability Of 28 Open When On Plane . Boat Is Very Sensitive And Seems To Role Side To Side For No Reason

Mine, runs straight as an arrow, tracks very well, I have hardtop version, and crusader motors,
only thing i notice is she runs port side bow high, but
i believe that is just a issue with my trim tabs

What you describe sounds like "chine walking" I do not have any experience with the 28's hull but it sounds like Almarktool has no issues so it probably is not the hull. I think you can get any hull to chine walk by applying too much trim tabs and lifting the stern out too far, also make sure your weight is distributed equally between any saddle tanks, I would experiment with your tabs to see if there is a more stable setting.

Way to much tab let the stern sit down more this will make a big difference

I would agree that the 28 Open is very sensitive to tab adjustments; but what you are describing is too much trim especially with any planning deep vee hull.
